The Consumer Protection Act, 2019 gave Indian consumers significantly stronger rights and a faster forum than civil courts. You can file a complaint against a manufacturer, service provider, e-commerce platform, hospital, builder, airline, bank, or insurance company ? without paying the steep court fees that civil suits require.

Forums are tiered by claim value: District (up to ?50 lakh), State (up to ?2 crore), National (above ?2 crore). For most individual consumers, the District forum is the relevant one. Filing fees are nominal ? sometimes just a few hundred rupees.

You can file without a lawyer for simple matters, and the consumer commissions are designed to be accessible. But for complex cases ? large claim amounts, contested facts, or when the opposing party has a legal team ? having an advocate dramatically improves your chances. They draft the complaint with the right pleadings, attach the right evidence, cross-examine effectively, and counter common defences (limitation, jurisdiction, deficiency of service framing).

Most lawyers we know charge a flat fee for a consumer complaint ? typically ?5,000?25,000 for a District forum matter, depending on complexity. That's worth comparing against the value at stake and the strength of your evidence.

Before filing, gather: the contract / invoice / booking, all communication with the company (written notices preferred), proof of payment, and evidence of the deficiency (photos, expert reports, witnesses).
